They didn't apply for one. As their owner said - "Our objective was avoiding relegation, we didn't expect this.". Top 5 from both Liga II series are required to apply for a license before March 1st. Delta, although in the top 5 in Seria 1, didn't apply.
It's better than promoting and then having to withdraw after 10 matches due to financial problem. There are some requirements for Liga I football: the stadium, the financial situation and so on.

According to the Romanian press, between 800.000 and 1.000.000 Euro. Not as much, but I'm pretty sure Gaz Metan's players were extramotived.

Mircea Sandu used the same old argument: infrastructure. "To get from Constanta to Baia Mare you need 2 days and 2 nights. We need to have the proper infrastructure in place before having an 18 team second division." Of course, this is BS.
how did you figure the 2 days, train, bus ? I just looked up Tarom and they have both towns listed. Everything is possible if the money is there and people are willing to work hard for it. No need for BS.
Train/bus of course. I never heard of a Liga II team going by place to a match. True, there's no need to do that when there are 2 series.

Last season's Liga II tables (top) Seria 1 Delta Tulcea Gloria Buzau Petrolul Ploiesti Seria 2 U Cluj CSM Ramnica Vulcea Dacia Mioveni From that we get Buzau, Cluj and Dacia Mioveni in the Liga I next season? Did Tulcea fail some ground requirements or something? Were there playoffs which I missed?

According to Ionut Lupescu, TVR and Sport.ro are negotiating with FRF to acquire the rights for the Liga II matches. Full article in ProSport
