i dont know if any saw yesterday boca vs. velez for libertadores. in minute 25 velez goalkeeper jumps to get the ball (no one is around him except palacio who is running to the ball but is stoping since he cant challange for it) as sessa (velez gk) is about to bring the ball down he launches a mid air kick that almost takes palacio's head off. now he got red carded but a penalty was awarded, should this be the case. its wasnt like the kick stopped the attack, the kick was just a personnal attack. and the ball was in the gk hands.

I didn't see the play, but from your description, the referee's decision sounds reasonable.

From FIFA Laws of the Game:

"A direct free kick is awarded to the opposing team if a player commits any of the following six offences in a manner considered by the referee to be careless, reckless or using excessive force:
    - kicks or attempts to kick an opponent...

    Sending-Off Offences
A player, substitute or substituted player is sent off and shown the red card if he commits any of the following seven offences:
    1. is guilty of serious foul play ..."

Kicking is a foul. Fouls by the defensive team in the penalty area result in a PK. A "serious" foul earns a red card. It sounds like the elements for both the Red card and PK were present. Good call.
