Without knowing how reputable this source is, if you translate the above paragraph it says:" the Club America is in the midst of negotiations to bring America USA , a NEW MLS team, to Houston, said Perez Teuffer yesterday".
Clearly this states that they are not thinking or relocating an existing team (Earthquakes). but rather bringing a new franchise to Houston. I hope this is the case.

Semantics. A relocated SJ would still be new to Houston. When the word "expansion" is used, I will be far more comfortable.
