If any bill shall not be returned by the governor within the time limits prescribed by this section it shall become law in like manner as if the governor had signed it." That would explain the July 14 date. If the bill isn't signed/or vetoed by that point, then it becomes a law. The effective date on our bill is, indeed, Aug 28.

Re: KC Wizards Stadium News/Discussion 08.2 Actually, the fiscal year for the state of Missouri begins on July 1 and that is when the budget bills (and our bill is a budget bill) go into effect. I hereby predict that Blunt will sign the bills Friday or Monday. I really don't think we have to worry about whether or when he'll sign the bill. Not doing so would have disastrous political consequences for his party, especially in an election year. I will stand in front of Bannister Mall and you can all throw soccer balls covered with dog poo at my head if I'm wrong about this. Or make me watch Michael Kennedy ref another game. Sleep tight tonight, my fellow wiz-heads.

Not seriously enough to kill him, just enough to hurt him so that we could dope him up and ask him where the keys are... (In all seriousness though, I DID pass Mr. Ficklin as he was headed somewhere out of a parking lot on the Plaza as I was getting Starbucks.)

Now the last step before demolition can officially begin is that we (OnGoal/Hillcrest/Rockford Capital et all...) must formally request the funds from the Dept of Economic Development to release the approved funds right? Should just be a formality but I'm sure a couple more weeks of turnaround though. Excellent though, should be on cruise control now and the upswing of this whole process.
Re: KC Wizards Stadium News/Discussion 08.2 August 20th??? Supposedly the Missouri Development Finance Board will announce their decision on the city's application for the super-TIF on August 19. I'm actually supposed to be in Jeff City that day for another meeting, so I will see if I can sneak out and sit on on MDFB meeting. Of course, it could get very drunk out the night of the 19th if our application is approved, so we'll have to ask for the soft, quiet bulldozers on the 20th.
I hate the political process. Let's just all throw a couple of sticks of dynamite in the place over night and then turn a blind eye?
According to Mr. Ficklin, that would actually hamper the process.. (A "hypothetical" question very similar to that was posed during the tour of the Swope Park facilities.)
