He's on loan from Tigres to Chivas MX so that's the hold up. He's contractually a Tigres player so any loan would have to be fascilitated through them. On top of that he's a US Youth international and IIRC would be subject to a lottery.
Only thing that sucks is he isn't going to be able to play any official games until the u20 world cup. That includes no youth games either. Hopefully he is able to stay sharp with an eye to making a move over the summer because this situation sucks.
"Gee, we tried to loan a loaned player and apparently that doesn't work!" It looks like Vergara's organization is on top of things south of the border as well. Also, I wonder if there really would be a lottery if Chivas were able to loan Ocegueda to Chivas Jr. Pretty much every returning YNT player has come to MLS after their contract had expired or had been terminated. If a club actively acquired a USYNT player via loan or transfer fee, MLS would have to invent new rules on the fly to deal with the situation.
lets be honest, this this was Mexico's final attempt to persuade Juan to switch over to El tri when they shipped him to Chivas with the policy. Juan still said "USA" now Juan will likely be coming back to the United States.

Bad player. I don't think he will ever makes any type of impact with Chivas. He could have went to MLS if he needed to find a club to play with. I doubt that Chivas was the only club that was interested. Good luck to him though.
He has good technique on the ball but appeared far too slow and unathletic to thrive on the senior level. I'd be surprised if he becomes good enough for either NT but good luck to him.
Keep in mind, he's only a U20 player and still has plenty of room to grow. Sad news because who knows, he could have became a greater player for the USMNT.
he isn't going to be getting senior callups from the US or Mexico anytime soon, and he's too old for youth teams. This isn't really a concern until late 2015 when they start having U-23 camps. Plus, he'd have to file a one-time switch, so if he's serious he'll put in the papers. No hurry to make the permanent change right now (assuming Chivas doesn't push for it).
His pace is not going to improve. If he had any pace, he could be a very good player. He runs like a 6'5 35 year old CB who has had a few knee operations.
I thought this was pretty predictable. He was just hanging out at Chivas and they said he'd make a decision after the World Cup. Not a big loss for me, I liked him when I first saw him but I felt he got worse every time I watched him. Still a serviceable LB for the u20s though. That being said I think it's ridiculous that he has to even make this decision in order to play for Chivas. I think he'll be behind fellow Mexican-American Miguel Ponce at LB (let's hope they don't get caught speaking English and kicked off the team)
You can't grow athleticism. There will be no senior international football in his future because of that alone, not even mentioning how physically small and weak he is. If he were playing a different position he might be able to get away with some of that stuff, but not gonna happen at fullback, where he'll be eaten alive by pacey and/or physical imposing wingers.
In reality, he isn't risking much. He isn't gonna get a senior team call-up any time soon and there's no YNT stuff till 2016 when the 23s get together for Olympic qualifying. So by then he'll either be fully-established as a pro and, if he wants to go elsewhere so he can play for the US he can and if he hasn't, so what? This basically gives him over 2 years to make the first team.
