It sounds to me as if the little kid is not supposed to be a soccer player, but rather a basketball player maybe?
Actually, usually the way it works is that you would get a passport from each country, but after reaching a certain age (often 18) you need to choose which country you want to become a permanent citizen of. The age of the decision is often around 18 cause a kid can't really make an educated decision on which passport they want to hold. This applies for certain countries, which allow you to carry only one passport (i.e. Ukraine). So if the kid does actually manage to be good at soccer then he will be open to playing for the US until he makes a decision around 18 (assuming Ukraine doesn't change their existing rules, which they likely will).
This kid will also have Italian citizenship since he was born there and will probably grow up there as well. But he will be no Andriy Shevchenko because what makes Sheva great is his super powers that were attained from the radioactivity surrounding Chernobyl.

Actually, the US is one of the few, if only nations, that grants automatic citizenship to anyone born on its soil. Most other nations do not and the baby takes the nationality of the parents.
Not to mention we don't know where the baby was born, right? The article says they were married in the US. By the time the kid is playing real soccer, Sheva will probably have retired from Pro Soccer, no?. SO the real question is, where will the Schevchenko family settle down: Italy or America? That is not true. People in various countries frequently come to US Embassies to apply for tourist visas, and are surprised to learn that they are US citizens and therefore, do not qualify for tourist visas, but rather US passports. It has nothing to do with a claim. Children of diplomats, etc, are exempted from this provision. Also, just because his mother is a US citizen does not mean the child is automatically entitled to US citzenship. If the mother received her US citizenship through a US parent and has not lived in the US for a certain period of time (currently, I believe it is 2 years), the child is not eligible for citizenship. However, if the mother has spent more than 2 years of her life in the US, citizenship is transferred to her children.
