Anderlecht would be a good stepping stone for JDS, kinda like how AS Monaco was Marquez' stepping stone. He can prove himself in that team. He would get the playtime barca never gave him. With that said, I wouldnt turn down Sevilla over Anderlecht!

I don't think you understood the article. the point of the buy back clause is for the club to acquire him back below market value... which was their intention when they sold him to Roma. For example: Arsenal sold Carlos Vela to Real Sociedad for €3 million, and they have a buy-back clause for €4 million... If they execute the buy-back clause, did they pay to get rid of him? EDIT: Keep in mind Vela is now worth €16 million.
