You have to separate modern players and non-modern players when you're talking about jersey numbers. It wasn't too long ago that the starters would be assigned numbers between 1 and 11 based on their position in the lineup, and the subs would get 12 and 14 - although a star player would generally have a preferred number. Even now, most European and South American national teams follow this convention for friendlies and WC qualifiers, starters wearing 1-11 regardless of their preference.
