The group had three teams because Russia is suspended. In the next Nations League, Israel will be in a higher league than England, who finished behind Hungary, Italy, and Germany to be relegated out of League A. Hungary was fourth of six and 9 points below England in World Cup 2022 qualifying, and Italy did not qualify either. In the FIFA Rankings, England is 3rd in UEFA and 5th in the world, and Israel is 37th in UEFA and 76th in the World. Israel will be expected to struggle in League A like Maccabi Haifa in the Champions League Group Stage.
In the October 2022 FIFA Rankings, Israel remained in 76th, and is 37th in UEFA. I did not check, but they will probably have by far the worst FIFA Ranking in the next UEFA Nations League A. If you used the FIFA Rankings to assign teams to Nations Leagues, Israel would be in League C and finish second in a group of four. England, who is fifth in the FIFA Rankings in third among UEFA teams, was relegated to League B. That shows the importance of promotion and relegation that England cannot take for granted that they will be in a better league than Israel.
