Are you saying the Caps don't pay rent? Usually tenant sports teams pay rent that is intended to cover the stadium's operational costs for each event.
The Caps pay rent but see the difference below between both scenarios. One applies to TFC and the other to the Whitecaps. Both venues are government-owned but only one of them is run by government while the other is run by the tenant. Expecting similar returns like some here are trying to argue makes...no...sense.

That's the way it should be. I don't know about Vancouver FC playing in BC Place though. And not precisely Las Vegas but any based US city having an MLS team would be better to grow the sport HERE, not in Canada.
It's good for the US and US soccer development to have a healthy rivalry with Canada and Mexico at international and continental level. Its also cool to have fans that speak a language other than English or Spanish.
They didn't kick the Caps out for more lucrative events. They filled open dates on the calendar with events. CCC, CC, and MLS Playoffs are not known ahead of time. How much does PavCo pay Artists to play at BC Place? Is that not giving a private entity a subsidy? How much do they split with Motocross to hold their event at BC Place? I'd be shocked if recording artists, motocross, Monster Truck and other entertainment events don't take a substantially greater cut of the event day revenue than the Lions and Caps get for their gamedays.

Nobody outside those contracts knows the exact revenue splits, so the how much questions are speculation. You’re comparing two different business models. Concerts, motocross and Monster Jam are short-term event rentals where promoters assume the financial risk, most of the upfront costs like artists fees and production, brings staff and negotiate a one-off split with BC Place. The Whitecaps issue is about a permanent tenant wanting greater long-term control over stadium revenues and scheduling.
The first scenario is how almost every restaurant ever exists. The second scenario?? Who rents a restaurant that's already fully staffed, cooks and all? It's a really nonsensical analogy built on the backs of the strongest strawmen.
