Either they have no more missiles to hit those targets, or they have hit all the prepared targets in those countries and have no more targets they can hit, or they fear the gulf states’ direct involvement, or they want the Americans to go back to their bases so they can just hit them again? AlJazeera is suggesting he might just have made a decision without the support of the armed forces who can just ignore him, as a few missiles have still been launched at the gulf states regardless of what he said.

But what does the timescale for the system in your article have to do with the timescale for the system damaged or destroyed in Qatar? Answer: absolutely nothing. I don't think China would appreciate Iran hitting those CCG tankers, as commentators suggesting China was going to/has been supplying Iran with sophisticated missiles forgot to mention that the oil coming to China via Hormuz for the greatest part comes from the CCG countries and only for a minor part from Iran. So it's obvious that it's not in China's advantage to supply Iran with those things or they will demand iron clad promises those will only be used against Israeli/USA forces.

Seems the IRGC statement about President Pezeshkian. is in line with comments that Khamenei and the other leaders of the republic have been preparing for the killing of him and that the commanders at the base know what their objectives are and can act on those without further orders, the layering of the command structure downwards to prevent a command black out by the expected wholesale attack by the USA and Israel. It makes it in fact a bit difficult to negotiate a surrender, while those negotiating top layers havenot got the authority to undo the instructions put in the hands of the commanders at the base.
