As Casc, I think, already mentioned, a lot of sh*t spending comes at the end of the fiscal year when government agencies are faced with a use-it or lose-it conundrum. If you have excess money at the end of the year, it somehow means that you didn't need that much to begin with, and the fear is that you'll be docked in subsequent years. (Would be an interesting study to see if this is true.) And that's always a case when numbers like this get released. Of course, that would only excuse the purchases in September. The grift is a 12-month burden.
