A supermarket is most generally a free market response to a population of a certain size willing to pay money to not have to drive 30 minutes to drive to another supermarket. When populations increase, supermarkets tend to get built on virgin land or built back on previously developed land or into existing structures - hope that helps. A School is a policy decision made by a school board. Since Springfield already had a functioning school system, it may have had to shutter a couple of schools when the population rapidly declined and they lost tax revenue, however, when it rebounded, so did the tax base and they either reopened those schools, upgraded existing schools or built new ones. But they didn't tear down all the old ones - hope that helps. A Hospital, like a School, is generally a policy decision by an elected governing body, like a municipal government or county governent, to create a hospital operation authority, much in the same way they create utility authorites. Because one is an island, the other isn't. In other words, one group can drive 30 minutes to another town, the other cannot. Furthermore, Martha's Vineyard didn't have a massive population decline prior to the immigrants arriving legally to work there. edit: And the Haitians in Springfield went there because there were job openings. I had started to write a longer reply about how common this is as a historical story (in part it explains how I ended up with my wife, who was living outside DC when we met) but realized it’s a waste of time to engage that poster. Anyway, the factory managers say that overall, the Haitians are great workers, never miss a day, do their jobs well, etc. Also, they can pass drug tests, which are required for people who operate heavy machinery. Which was something many locals were not able to do. There was a similar story of a factory town in W. Pennsylvania where a whole bunch of Syrian refugees came in and revitalized the town. And that's why I am so puzzled at why the "pundits" think that Trump is stronger on immigration than Harris. Yes, a large influx of people from a different culture is going to be disruptive in the short-term, but many of our ancestors were in the same situation.
