I wish people would stop it with this "Only Congress can declare war" bullshit. Yes, it's in the Constitution -- but the last time it was done was during WWII. We may have been in a few skirmishes since then, but none of those were conducted unilaterally by the President without some sort of Congressional approval. That's the difference. Congress doesn't need to declare war for military action to be legit -- but they have a role they are abdicating, and Trump's continued actions are illegal without it.
