There appear to have been three distinct periods in which it was progressively redefined, first by the Soviets and later by the United States before the Malta Conference and again after George H. W. Bush's speech of September 11, 1990.

 

It was also heavily used by conservative Christians in the 1990s or thereabouts. Have a look at the Left Behind series to see how it played out.

Remember, the youngish conservative Christians in the 1990s are now influential in the government.
