I believe the implication is that that is a protected cruiser (which might well have had a silhouette like that; the older ones in 08 were built around casemates and sponsons instead of turrets) or a troopship. Most nations did not use dedicated naval vessels for the purpose, but liners and cargo ships drafted for the duration. The "Lusitania" was full of military cargo and was on the list of ships which would be auxiliaries to the navy as soon as the paperwork could be completed and a crew scraped together. She was a perfectly valid military target when torpedoed, and our fictional boy would have been correct to regard her as a potential threat, were he German. None of which makes your questions at all foolish; the boy is kind of scouting above his height. That's probably just a freighter from Decatur. Or since they don't seem to be burning any coal, perhaps he is going to alert the coast guard that they are stranded and need rescue...
