Speaking from experience, it is definitely HR along with it being management. Some of the things I've seen listed on a company's website can be hilariously deluded. Whether it's the 5 years experience for an entry level role, the numerous education requirements for a role paying $45k, or 5 years experience in a programming language that's only existed for 2 years. Then there is the nightmare that is Taleo software. If any piece of tech has made me wish that we were living in caves again, it's Taleo. As a bonus, there's also uploading your resume and then having to fill it out after you uploaded, which, after the 3rd time that happened, made me skip companies that do this. And do not get me started on doing the interview and not getting a callback. I get being busy, but it's incredibly rude on the company's part when they do this. And of course, you get the added cringe bonus with LinkedIn. With posts such as, "I was on my way to a job interview and petted a dog. When I walked into the building, that dog was the interviewer. I got the job! Stop to pet animals!"
