I have a friend who works for the state of Ky and had to deal with something like this. Background. In one of the major cities of Kentucky, there was a lot of redlining in the early 1900s and historically there were areas where only people of color lived. Over the years, the city has diversified, but the area north of Transylvania University was historically known as the "black part" of town, and probably still is. Anyways, it was the late 2000s, and my friend was in the Dept of Transportation for the state of Kentucky. They were bracing for a snowstorm and after the storm subsided, he was helping manage where trucks would go to start electrical repairs (downed trees, fallen live wires, etc, etc). He realized that there were a lot of easy fixes in that section of town and sent more trucks to that area, thinking nothing of it. In fact, the city was largely unscathed other than the northern section of town and some newer suburbs. A few days later, he gets a call from a higher-up in the Ky DOT asking why he made the decisions he made. He was essentially told that this area of town should have been lower on the priority list. Since he was not from the area, he was pretty confused as to conflicting justification (difficult roads, this area of town is less reliable about paying their bills, the manpower, infrastructure issues). It wasn't until later that someone else tuned him in.
