Chandler is the typical example of the guy who pushed himself to the bench based on injuries. When he could stay fit long enough, he was better than Da Costa or Durm. But each time he gets injured, he needs time to get match fit again, doesn't look good, and to the bench he goes.
Not sure he was ever better than Da Costa last year during Frankfurt's run. Da Costa was quite good last year and many Bundesliga analysts were calling for Germany to call him up.
I don't follow the games much when the Yank is not playing, but I watched Da Costa in a couple of games last season. One of those, against Augsburg, I think, he was a total defensive liability. The opposite winger kept slicing through him like a hot knife through butter.

Actually found myself missing Chandler internationally. That's how far we've sunk. He's a great player for the 3% of time he's fit and focused.
Hyperbolic, sure but he's barely played in the last year and a half. He's had moments where he looked excellent for club and country but that seems years off at this point. He's also had moments where he look insipid and uninspired. Feel free to counter with facts if you wish...
