I don’t think the Clinton Administration should be blamed for not taking out UBL. There are hundreds of potential threats to the US and UBL didn’t appear any worse than the others. However I think it's Historically ironic that the Clinton Administration was full of "protester liberals" who were appalled at the CIA's assassination attempts against Castro. These assassination attempts were lead by Robert Kennedy and LBJ had half a notion that JFK's assassination was payback from Castro. In other words this is a story of one "side" (the liberals) reacting too much to it's own mistakes.
Once AQ hit our embassies, I think a bigger effort should have been made to get him. Before that, I don't have much of a problem with our efforts. This isn't just at the feet of the CLinton Admin.. Bush didn't do a whole lot pre 9-11, and when Clinton did send cruise missles into Afghanistan and Sudan, there were a lot of "wag the dog" accusations coming from the republicans.
