The second article is about Illinois looking at Mississippi and implementing at least one of their literacy programs in 2023.
The weird idea that some red-state residents have where New Yorkers would starve if it wasn't for Iowa or wherever is asinine. Singapore does fine without an agricultural hinterland, for example. But, the US is wealthy in large part because of how well the rural, suburban and urban economies are integrated. No reasonable adult would want to disrupt that.
