There were some reports that he has a clause to nullify his contract. Either way, I highly doubt he'll give up all that money to take what we'll offer, so I don't see this as feasible although he'd be a great signing given the situation. Pretty much resigned to the idea this is the squad we're carrying into the season, which is fine. We can reassess in the winter. Militao ACL happened in August. We still didn't make the move though summer window was open for two more weeks. We signed Brahim in winter transfer window though could have got him for free after 6 months. It's about the players club likes than a window.
The club has shown that they won't make rash moves in the market for the sake of making moves. Quite honestly, when other clubs smell blood in the water, that's when you end up making mistakes in the market that are hard to recover from.

Winter market is good if we find someone in South American football. Libertadores ends in November and Brazilian Serie A also ends around then. I think 50 M we spent on Militao and Mendy is still the top range club is willing to spend on defenders. That's only possible if we sign from South America. Porto/Benfica moved to higher buyout clauses from Militao days. Basically gotta scout next Hincapie, Militao, Romero, Bremer, Murillo from South America itself rather than buying them from European clubs later on when they are expensive. Alaba and Rudiger were proven veterans around 28-29 age for bosman, but no such players available in next few years.

City are selling the player to get ahead of FFP, not because they don't like the player. The press will of course create stories about massive transfers because it drives interest. If City would want to replace Alvarez they would look into much cheaper options than that.
