What does that mean in terms of getting assessed? Right now, I'm looking to get as many assessable games, so that when the time comes that assessments will actually count, the types of games that can be used for assessments will be easy.
Some states will require you to complete some or all of the other requirements before you are assessed for upgrade. Some will let you complete them in any order. Yours, apparently, is in the first category.

I get that I need 3 years as a grassroots referee to upgrade. However, that does not answer whether I can take upgrade assessments in my 3rd year, and have the assessments recognized in my 4th year, or I must wait until my 4th year to actually take the upgrade assessments. I asked the SDA this, but I have yet to receive an answer.
