    keep it at 32 teams,8 pools of 4(first stage)
    just the pool winners go to the second stage(no round of 16)
    Second Stage:
    split the pool winners into 2 groups of 4
    second stage pool winners play in the final
    second stage pool runnersup play for 3rd place
