It can't since Capilano/Nat Bailey opened in 1951. Could it be Athletic Park which used to be at Fifth and Hemlock (http://www3.telus.net/jgbennie/athleticparkopens.htm) and was the largest stadium in Vancouver for decades? Yep, another poster from the Voyageurs who is really knowledgeable about Vancouver history confirmed it is indeed Athletic Park.
Good to confirm that knowledge about historical baseball, soccer and football stadiums isn't totally worthless.
By the way, I think this is Con Jones Park based on the architecture of the grandstand. The roster board and ads in other photos were obviously temporary features, but the placement of stairwells, etc. is consistent with Con Jones in the early 20s in the other photos here (and other photos that I've seen of the park for baseball games).
