He made the right call if he wishes to continue to officiate MLS games! MLS plays under a different set of laws - under FIFA law, it clearly is a violation of the law.

MLS officials need to walk a tightrope in trying to balance calling the game within the laws and appeasing the league - while still trying to control the game. I would truly like to see the MLS officials (as well as all officials), be totally autonomous and not have to answer to anyone but FIFA (USSF). Unfortunately the league is controlling how those games are called and what is permissible at the expense of good officials. And worse yet, the behaviors and fouls seen by the youth are then mimicked in their games only to now have the foul correctly called.

NJRef while it is true there is a certain amount of pressure on the referees to make decisions in a certain way in MLS, I hardly think an IFK for a goalkeeper handling is that much within their radar. Further, Brian Hall has never paid any attention to said pressures -- he gets the games anyway because he is the face of officiating for USSF and highly respected worldwide. He basically is above the politics of it.

MLS just doesn't like to see the star players suspended for send-offs or card accumulation. Referees that discipline them too often for their liking tend to stop receiving assignments.

The fact is, maybe at the time Brian simply didn't consider it a deliberate pass to the keeper, or quite frankly he missed it. Even guys like Hall and Collina miss a call every now and then!
