    canada no it is not
Goal kick taken, as the ball is travelling inside the penalty area an attacker cuts through the corner of the 18. The ball leaves the penalty area rebounds off the referee to the attacker who cut through the 18, this attacker shoots and scores?
    (1)Good Goal? restart kickoff?
(2)No Goal. The attacker is cautioned and an INDFK is given from where he touches the ball?
(3)No Goal. No caution but retake goal kick?
(4)Good Goal but the attacker is cautioned?
(5)No Goal. The attacker is cautioned and retake the goal kick?
(6)No Goal. The attacker is cautioned and an INDFK is given from where he cut through the 18?

The attacker entered the penalty area before the goal kick left the penalty area, correct?

If yes, Number three. Retake the goal kick.

The key components of Law 16.

    Under Procedures...

    - opponents remain outside the penalty area until the ball is in play.

    - the ball is in play when it is kicked directly beyond the penalty area.

So those two criteria mean that the opponent cannot be within the penalty area until the ball has passed outside of the penalty area.

    Under Infringements/Sanctions...

For any other infringements of this Law:

    - the kick is retaken.

    #3 is the correct response.

One point to make though. If the opponent hadn't enter the PA before the ball left the PA this would be a good goal. My first thought was that hitting the referee doesn't constitute a touch -- but the law doesn't require that. It only needs to leave the PA to be in play. Also, since it bounced off the referee, there would not be any offside at issue. So it would be a good goal.
