Well, you first have to dig yourself into a tunnel, which means about 10-15 meters down and then connect your tap wire to that underground grid. I don't think it would go unnoticed if you were digging. And a wire going from the telephone line up into the ceiling isnot going to be unnoticed for long either.

Yes, in warfare there is collateral damage. In this case, it looks like the collateral damage of non-Hezbollah casualties is exceedingly light. By definition, anyone in possession of one of the pagers that went boom was associated with Hezbollah. No one who is not a witless child expects anti-terrorist strikes to be 100% perfect.
