Well, I'm guessing the reason was money. The smaller countries aren't going to want to foot the cost of flying out there. Too bad, would have made for a great story.
Israel, Armenia, Azerbaijan, Georgia, and Kazakhstan (which is far enough east that its games have earlier start times) are UEFA members that are not Europe. In addition, Turkiye is in UEFA and mostly in Asia. Russia has a lot of land area in Asia, but its biggest cities are in western Russia.
