I think there are great tournament players. It is not the same exact list as great players. There needs to be a healthy appreciation of a player who can provide week-to-week excellence for years on end, even if that particular player lacks that tournament-of-a-lifetime which burns into the psyche of spectators. Otherwise, there is no need to play every week, and players can pace themselves with one mediocre performance after another, and just show-up to highly anticipated tournaments or high-stakes matches only. I agree that for a player's individual legacy and glamour, it is far better to shine in a couple of memorable tournaments. However, in terms of pragmatic value added for his team, competitively speaking, since the vast majority of the season-to-season schedule would be the forgottable week-to-week games that are not to be taken for granted in terms of points added, there is unmistakeable merit in being exceptional in that regard also. If we just add up all the competitive games (that require some level of showing up to produce a victory) of various legendary players, with no added weights for occasion, I think Kevin De Bruyne would have his fair share of excellent games at a rate that might surprise even the greats.

I would say it depends on how you measure his body of work, because I do think the Manchester City system somewhat masked his deficiencies, allowing him to accrue ESM Team of the Month awards more-so than his sheer individualy ability would normally allow, but on the other hand, he was unleashed by that particular system to such devastating degrees that I am not sure whether you can easily look over them. We cannot isolate a player's excellence under certain systems, and pretend it is that player's individual ability in its totality, but we also should not ignore the potency of that player's heights under those conditional settings. Kevin De Bruyne probably would struggle to match the excellence of many legendary players if placed into their particular sets of circumstances, but I personally struggle to name many players who would thrive as much as Kevin De Bruyne in terms of his productivity under his maybe fortunate-sets-of-circumstances, as he had really good levels of stamina, excellence in delivery (from both feet), and when given the space and time to display his amazing assets, was basically an assist and pre-assist creating machine. There might be players who might be able to match the quality of the delivery with both feet, but not probably not in conjunction with his off-the-ball intelligence, stamina, and speed to find the spaces to deliver them from.
