I think it's just a warning about maintaining proper spacing on the freeway. A week ago someone two cars in front of me couldn't decide whether to stay on 101 or take the 580 exit, so they stopped on the freeway. I didn't have any problem. The two cars behind me did, each swerving blind into another lane to barely avoid hitting me.
