Pod Save America had specific discussion on this today. As McCarthy can't be trusted to stick to any deal, it would have to be done via rules.
The vote just concluded, I missed the final total, but I do know that the Nays won, with at last count 11 Reps joining with the Dems. Not sure what that now means ... the process of selecting a new speaker?
