Two main reasons. The first is that there is generally high competition for senior NT selections in Germany. So players of dual backgrounds that aren't an obvious lock to be selected may feel impatient and would rather go with an easier route of representing other national teams, where there is often less competition. People often don't want to go into these discussions as it may be uncomfortable, but the second reason is that contemporary Germany is seen as a post-modern state. It is very multi-cultural, with various degrees of integration. At times you're going to have children of immigrants who identify more with the homeland of their parents. I've spoken to a German-born guy of Portuguese background who speaks German fluently, educated and raised in Germany, and it full integrated, but will say he only identifies as being Portuguese.

I agree but Morocco is not an average side. They are better than Germany in the last few years and it won't be easier for players to break through there as well. Some laws should change I believe to avoid having talents developed in 1 country then being stolen by another . I think we could have more than 20 players developed in Germany representing other nations in the next WC.
