Probably. A lot of African sides have benefitted from the French and also Dutch academies. It's probably why they have been so much better and competitive in recent tournaments. Morocco took Bouaddi recently. France thought he would be a cornerstone of their future side.

Don't forget to mention Belgium. I find it pathetic. To me the national team is the flagship of what your country/football league produces. I’ve always said that if there was one new nation to win the cup(from those who haven’t yet) I’d like to see the Dutch raise the trophy. Of course, not in our expense but you know. Even though there was some bad blood last time around, I’ve always liked the Dutch.
There should be tighter qualification rules. In the case of France they obviously have a very systematic youth development system and colonial ties to the Francophone countries and many players feel if they cannot get to represent the country of their birth they still are good enough to play and want to play international football. There is also the more touchy question of whether certainly Moroccans in the Netherlands of how Dutch they feel although at the same time several Dutch clubs have links with academies in Africa to harvest as it were young players and bring them to Dutch academies. The ultimate decision lies with FIFA and UEFA tightening regulations. But it's unlikely given it would cost votes. Rugby union is even worse. Hakimi with another surge. Brazil look very disorganized.
