Depends on how one looks at the casualty numbers. Many publications don't publish the casualties suffed by Vichy forces or those who served with the German Army.
The French that faught in the German armed forces (like the Charlemagne brigate and later division) were pretty small in number. I'm not sure how to categorize the Vichy forces, as they were mostly fighting to protect the French colonies and did not help the Germans, except in however fighting to protect French colonies helps Germany. There were a number of battles in the Middle East were Free French faught Vichy forces. Nasty stuff.
