Name one other team that has a coach/GM in MLS. There isn't one. Name a team in one of the major European leagues that works that way. Now that Wenger and Ferguson are gone, I bet there aren't any. Hell, look at other American sports, what percentage of teams have a coach/GM? It's just not practical. If all they did was draft college kids, then fine. I don't know how you expect someone to coach a professional team and scout 4-6 continents for players though.
Plus, keep in mind Brian Bliss is in the role of "Director of Player Personnel" at SKC. I'd guess he does most of the scouting and recruiting duties--Vermes just gets a final say.

If Porter is indeed the coach you absolutely need a strong GM or similar role. This asshole will want all the power in the world, but must be restrained for the good of himself, and more importantly our club.
Sure, a snapshot of the league this very moment shows most teams essentially every team going with a manager and a GM/TD. That doesn't mean it can't be done. And there are plenty of coaches that want complete power over a team. That doesn't make it an MLS 1.0 relic. Let's not pretend the GM/coach dynamic is some new concept. Unless you think LA was light-years already of the curve when they had Alexis Lalas as GM. As hardhead pointed out, a guy in both roles needs ancillary support. It's a big ask for one guy.
