This is completely normal for FIFA Fanfests. There are VIP areas where you pay money for guaranteed entry, some included food/drink, and a dedicated space. The general public (free) is never guaranteed entry. I’ve been shut out many a time when a host country is playing and I didn’t show up far enough in advance.

No, but mandatory registration for large events is something that became common during Covid and unfortunately stuck around (often billed as a “security” measure). I would guess in practice a lot of people will just do the registration after scanning a QR code in line, especially on low demand days. It doesn’t say what the capacity will be and whether they’ll close registration if they hit a daily limit. That would be foolish because if the passes are free, people will casually book more days and people than they end up using.
