I don't think Castillo will be a DP next year as his salary is not DP level. He's a DP in 2010 because of his transfer fee IIRC, but still good news.

So the numbers are out. 20 an under only count $150,000 against the cap 20 - 23 only count $200,00 against the cap Those numbers are down from $335,000 against the cap. The only possible flaw is that only age eligible players from a foreign league qualify for cap compensation. One of the main examples discussed by reporters was Adu. Were this rule in place before he left he would not have been eligible, now that he's returned from overseas he will be eligible next season so he will only count $200k against Philly's cap next year.
MLS will never, ever overpay (or consider what might be overpaying) for unproven American players. In their eyes, MLS is already the best option for those guys, and the particular team they go to is irrelevant in the big picture. The whole idea behind this is to create incentive to sign young foreigners that will become marketable for ticket sales or marketable in the more literal sense for player sales. MLS certainly wants Americans that fit this bill as well, but I suspect they're comfortable with their odds of signing them already.
