That's actually not true. IIRC, Pena and Hartman were taken by Chicago deliberately as tradebait. LA left both players unprotected because both of them had made it clear that they didn't want to play anywhere but LA, and LA figured that would scare both Miami and Chicago from taking them, allowing them to protect two other players. Bob Bradley called LA's bluff, took them, traded them back to LA, and got Chris Armas and Jorge Campos in return. However, David Vaudreuil was probably not the best pick for Miami.
They showed a replay of it during halftime, I think. It wasn't really clear, but the way it was cut made it look like Chivas got the first pick
