Its shows how his NT coach rates him and whether he's in form but, as the saying goes, form is temporary while quality is permanent. A good sporting director will be looking at the quality.

I think the club would offer a new contract, but it is obvious he needs and wants to play, so why bother.
Yep. From the tweet in question, I understood Brugge to be saying "just to confirm what everyone already knows, since Ethan wants PT and we can't give it to him, we won't be offering him a new contract, sparing him the bother of rejecting it and ourselves the awkwardness of being rejected."
