For those unfamiliar with food inspections, most of these violations are of things that dont really matter. Crap like cheese in a buffet being at 54 degrees instead of 47. Or an employee having his own water drinking cup under the counter without a lid. Or not having the bacteria testing kits in reach (they cant check the fact that no food service provider anywhere will ever use them).
The temperature thing actually is pretty important. Foods that get too warm and sit for a long time have a potential to make people really sick. I do agree that a good portion of the requirements don't matter. I'm concerned with things that can make people sick.
And, those vendors that show a commitment to meeting the requirements (even if some make little sense) are at least demonstrating that they are willing to invest the expense and effort to satisfy regulations and prevent problems. It makes some sense to think that they are likely to be committed to health/safety issues for the same reasons. We saw in the BP situation that a blatant disregard to comply with even simple safety regulations can be indicative of a corporate-wide attitude of disregard for health/safety. That situation may go down as the Guinness world record holder for "penny-wise and pound-foolishness"!
