i'd imagine since he's on City wages, he must be among the highest paid players at the club and perhaps the league.
Nope. To be eligible for an English WP a player must 1) have participated in at least 75% of his home country’s senior competitive international matches where he was available for selection during the two years preceding the date of the application; and 2) play for a National Association that is at or above 70th place in the official FIFA World Rankings when averaged over the two years preceding the date of the application. The rules in Scotland are the same, with the proviso that a player who would not meet these criteria cam appeal to a panel of experts (five ex-players or managers) on the basis that the player "would be an asset to the Scottish game" - i.e. the club can sell him on for a tidy profit to the Old Firm or a higher-level league EPB has zero chance in England and his chances in Scotland aren't a great deal better: only 2 caps, both friendlies; only played for mid-level sides in Europe's tier two leagues. If he was playing for Salzburg or PSV, an argument could be made in Scotland that COVID has buggered up internationals so a panel is needed to assess him, but he isn't.
That's the old regulations and are about two years out of date There is an excellent pinned post where @ArsenalMetro lays out the current ones.

Unsere Startelf gegen Red Bull Salzburg ist da. Für diese 1⃣1⃣ plus 7⃣ hat sich Peter Stöger heute entschieden. ____________________________#fakrbs #faklive pic.twitter.com/5BRtQNZl1w— FK Austria Wien (@FKAustriaWien) October 24, 2020 Starts
The alternative Universe continues apace...EPB now a more consistent, injury free Yank Abroad than his higher profile compatriots. Nothing certain in professional soccer life but change.
0-2 to Marsch's Salzburg. Was about to be best case scenario, w/ Jesse winning & EPB unscathed. But in extra time EPB's poor clearance resulted in Red Bull sealing it. Up until then he dealt w/ heavy fire beautifully & the narrative may have been far different - how much would Salzburg pay for him or could he be a Man City backup next yr? Instead it's a typical performance where he's cruising & then makes one big mistake. One reason why I always have questioned if he should be a d-mid. You saw savvy usage of the offside trap thru the game & he bossed his area. Could have rotated better.
Starts: Peter Stöger schickt die gleiche Start1⃣1⃣ wie in der Vorwoche gegen Salzburg ins Spiel. Come on Austria!__________________________#faklive #tsvfak pic.twitter.com/zgl8eVTllx— FK Austria Wien (@FKAustriaWien) October 31, 2020
I wouldn't say sure. He's likely to get a call-up given it's just a *Euro-based pool and the alternatives (besides Brooks, who is obvious) are Miazga, CCV and Chris Richards, who doesn't have much first-team experience.
Owen Otasowie should be called. He has been a regular on Wolves bench and he did play a Europa League game earlier this year.
I disagree that Ream shouldn't be called in, only because it's good to have some veteran's in camp. Especially with such a young group. That said, not at the expense of EPB, but in addition.
Yeah Ream might be there for veteran know how and continuity. He’s probably very familiar with Gregg’s style and can help the youngsters adapt to it.
Dunno how many players are going to get called up and what percentage of them Berhalter wants to be CBs but, based on level and frequency of play, he'd rank behind Brooks, Ream, Miazga, Chris Richards and CCV but ahead of Hines-Ike. If five CBs are enough he's out of luck. If six, he gets the call.
