I think Arsenal are a bit of an anomaly. I do think they're one of the biggest clubs in Europe because they're one of the most historically successful clubs in one of the top domestic leagues in Europe, are the best-supported club in one of the world's most prominent football cities and have at least made a Champions League final and have had other deep runs in Europe - even if they've underachieved on the whole in European competition. Most clubs across the continent that tick those sorts of boxes have won the Champions League; Arsenal are a bit of an outlier there. I think it's fair to say that smaller clubs than them have won the Champions League.
It depends on how you define your scale. For me Arsenal are a tier two club. I'd put Real, Barca, Liverpool, United, AC Milan, Juventus and Bayern in tier 1.
