The way that Dowman beats his man (with ease) and so naturally for that second goal, is a very rare trait in modern football.

With Rashford, Foden, Kane and Saka, England could be very good in attack. Is it possible to place all 4? 4-2-3-1 formation?

I would only take dowman as the 26th man if he gets some game time and has a reasonable impact. Otherwise I'd guess he'll be involved by the end of the year
It's alright saying this but who are you reasonably leaving out as RW option to include him, literally no point doing this at this stage.
He's very much an attacking midfield who roams in operating off the right flank. I don't even think the concept of a 26th man is a thing, each player is primarily righting for one or 2 positions.
