I feel like there's a chance that Tuchel actually doesn't like the idea of a 26-man squad, which isn't uncommon amongst international managers. Rather than take fewer players, he might just be filling the excess positions with big characters who have a positive effect on the group but won't complain/create a negative environment when they don't get many minutes.
