The cancellation of contracts would probably require working with the EU, yes. The courts have rejected the idea that an individual player salary can be capped, yes. But a club level salary cap to participate isn't in contravention of any EU law.

Not quite sure what you mean here. But if it’s that all clubs get together to decide a salary cap for all clubs, that’s restrictive practice by the employer, which is against EU law.
I was thinking more along the lines of capping a club's (as opposed to that of individual players) salary as is common in rugby, both un ions and league. In a way, that is what FFP was meant to be about, wasn't it, but I reckon once some French clubs got massive injections of external funds, UEFA largely lost interest.
