For security reasons. At first, Den Haag major Deetman wanted to ban PSV fans from the match. But (logically) PSV and fans protested against these ridiculous measures.

So now, in a flash of genius, mr Deetman has thought of another way to ensure as less PSV fans as possible will attend the match (btw, PSV fans are only allowed by special escorted travel, as is quite normal in Holland).

So, if Den Haag makes promotion we should have a wonderful addition to the football/supporters/tickets soap in Holland which has been going on for the past three years now.

It's cheaper than paying all those police men to keep the 2 supporter groups in check.

It won't be long before the government decides that visiting supportergroups will not be allowed anymore.

And guess what happens then? More than ever, fanatics and hooligans will travel by own means to look for football or a confrontation. This means:

    - To ensure that no visiting fans will try to get tickets, everybody must identify him/herself with a passport and a personal club card.

    - There will still be police on the lookout for travelling firms and there will still be police needed to ensure the security.

All in all it will still cost a lot of money + spoil the fun of visiting supporters at a match.

Just like this great measure does.
