Uhh, hello, if the Democrats are violating laws THAT ALREADY EXIST how would passing yet another law get them to stop? The problem with campaign finance laws is that the abuse is almost always found after the election. Then, the parties involved just pay the fine and move on. The risk of a fine is just a small cost of doing business.
