It's not the "regime", but the whole set up of the US law system, which is geared towards protecting business instead of people. As I have claimed some time ago the laws in Europe are geared towards protecting the human rights of their citizens, while the US laws care shit about the rights of people vs businesses.
Where does this 85% come from? Here in Canada we had a multi pronged approach. We already have a federal unemployment program. That provides 55% of your income, up to a maximum of $573 a week, regardless of income. But, we quickly realized in March this did not assist the self employed, or those earning very low salaries as 55% of a low salary is nothing. And, it was an onerous and cumbersome program to qualify for. So we created a new emergency benefit in a matter of days, pegged at 500 a week (remember we don't have any state supplements). Anyone who lost a job,regardless of income, received that amount. Processing was so easy, with money arriving in 3 to 4 days. We also did a wage subsidy program of 75% paid to businesses to keep folks on payroll. Its been a good program, but has issues. The chief among those is we found businesses have so many other payroll costs to keep someone on payroll, over and above just their wage. So pickup was sub optimal. The 2k benefit proved more effective, at least short term. But now we are a bit stuck as a nation trying to figure out how to transition from this to our next stage of recovery. That 2k definitely disincentived work during the recovery process, so we are trying to fix that.
