If you read the article, you'll notice that the threshhold they were talking about was pretty stringent...when someone has access to nukes, you want to be 110% sure they're not gonna go nuts. So if you do the research, it's not, in my mind, that much of a black mark on Bush. But man, saying he failed Human Reliability is just an absolute hanging curve for Stewart, Maher, Letterman, etc. The scenario would be that Bush's documented and acknowledged substance abuse problems caused someone to raise the issue, and then the ANG wouldn't let him fly anymore. At this point, it's nothing more than an interesting question to explore. But like I wrote, it would (if true) explain why the Bushies covered it up like they did. They were afraid of the label.
Dave, I think your thread title is incorrect. Based on this article (good find) it wasn't mental instability that got him grounded. It appears he did take his medical and they found he was a lush or had drugs in his system. They realized that such a person shouldn't be trusted with an expensive jet airplane.

Yeah, I don't think anyone would pick Bush as a puppet if he were mentally instable. I think Bush is very stable. Block of cement stable.
